Q. Mr. Juan, What motivated you to join the public sector and work on digital transformation in Indonesia?

  • To ensure government of Indonesia is professional and progressing in using latest technology to drive better public services
  • I am really happy to see the end users (citizens) get the actual benefits from the digital related services & policies

Q. What role did your experience at Jakarta Smart City, UNDP, and Gihon play in your ideas about government innovation?

Problem solving and creative mindset. By leading the data, digital and operation team, I need to ensure the holistic alignment of business & technology in order to drive actual impacts. This mindset is crucial in driving ecosystem impact and innovation in a government context.

Q. Has anything been particularly challenging about the digital transformation process within the public sector?

Yes! Typical bureaucracy and a siloed mindset are really challenging. However, by having the right strategy and approach, we are able to crack this challenge and drive the actual innovation & results.

Q. What private sector practices have you successfully used within public digital projects?

  • Pragmatic mindset: really understand the actual impact from our entire initiatives/projects
  • Agile organization: be quick, flexible and dynamic in terms of team formation/structure and approach in driving actual results
  • Latest innovation: be open and quick in testing and implementing the latest tools/solutions. New solutions can help us increase our impact and speed exponentially.

Q. Which digital project has made the biggest difference for public services? Why is that?

Personal preference:

Digital products & policies based on a data driven approach. Hence, all results, decisions and services can be properly quantified and improved progressively,

Ministry of Digital (AI Taskforce):

Developed AI blueprint & roadmap, and ensure AI implementations in key strategic areas / use cases (agriculture, logistics, banking, manufacturing)

Ministry of Education:

Influenced, planned, managed, rolled-out digital products and platform (e.g. Data ecosystem, Rapor Pendidikan) for 20,000 schools and 30 million users (teachers, students, parents) across Indonesia.

Jakarta Smart City:

Planned, built, developed & commercialized digital product portfolio (20++ product varieties, 5++ million users) that supports Pemprov DKI Jakarta digital transformation strategic direction

Jakarta Smart City:

Formulated & executed analytics strategy that influences policy formulation and quality of public services (e.g. COVID-19 subsidy and vaccination, social aid distribution, predictive model for flood warning system, Pemprov DKI KPI/Performance Management, integrated transportation)

Q. Looking ahead, how do you see emerging technologies like artificial intelligence and data analytics shaping the future of GovTech Indonesia in the next 10-15 years?

AI is driving tremendous impact across sectors. Some organizations are just following the trend. As the implication, the actual impact may be limited or not satisfactory. In the future, AI adoption and implementation should be more targeted and results-oriented. More and more organizations will consider AI as strategic investment & capabilities, and also will involve non technical departments/teams to adopt and implement AI. For the successful cases, AI will transform the entire processes and organization, including government agencies/departments.

Q. What do you think are the key factors for successfully scaling digital and data solutions across diverse regions and government agencies in Indonesia?

  1. Structure: how can we ensure our organization structure & authority are optimum in driving innovation and impact
  2. Culture: how can we drive openness and collaboration mindset, especially in complex corporate or public sector bureaucracy context
  3. Technology / tools: how can we integrate latest tools / innovations to our existing digital ecosystem / portfolio

Q. In your opinion, what role should collaboration between government, industry, academia, and social organizations play in advancing Indonesias digital transformation agenda?

In simple words, ecosystem mindset. Each organization has its own role, function, strength, weakness. We should work together with wider objectives related to our city / nation / region ecosystem context. It is not sufficient to have a limited perspective to focus only on our own limited objective / target. By grooming the ecosystem together, the actual win-win results will be more achievable. I have testified the results by actual projects in Jakarta, Indonesia and ASEAN context.

Q. As a leader and thought pioneer, what advice would you give to young professionals or entrepreneurs aiming to contribute to Indonesias public sector innovation?

Be humble. Keep learning. Start with what you have (capital, talent, service, market), be practical and expand / scale-up accordingly.

Q. Finally, reflecting on your journey, what is your personal vision for the future of digital governance in Indonesia, and what milestones do you hope to see achieved in the next decade?

Indonesia provides world class digital government services to our citizens.
