From Singles to Infused Blunts: What Canada's Pre-Roll Sales Data Reveals for 2026 Planning

Cannabis cultivators spend significant time optimizing genetics and curing methods, grind consistency and production processes, yet one of the most important decisions comes when choosing the formats consumers actually want.

Canada's pre-roll market – the most popular product category in the country - continues to evolve, and the best-selling products may not always match producer expectations. 

Using retail sales data from cannabis analytics firm Headset covering Alberta, British Columbia, Ontario and Saskatchewan, we analyzed the pre-roll formats that generated the most revenue and sold the highest volumes throughout 2025.

The results provide valuable guidance for brands planning their product lines in 2026.

Single Pre-Rolls Still Lead the Market

While pre-roll multi-packs continue gaining share, single-count pre-roll products remain the cornerstone of the Canadian market.

More than 18.5 million single-serving pre-rolls were sold during 2025, generating $191 million in revenue. Singles represented roughly 24% of all pre-roll units sold nationwide and continue to act as a key entry point for consumers trying new strains or brands.

The one-gram pre-roll remains Canada's dominant single format. One-grammers accounted for more than 58% of all single-pre-roll sales, generating $111 million from over 10 million units sold, and consumers paid just under $11 on average for a one-gram single.

Half-gram singles ranked second, generating more than $35 million in revenue from nearly 6 million units sold. Their lower price point – averaging less than $6 - makes them an attractive option for value-conscious consumers, while large-form singles like the 2.5-gram pre-roll generated more than $19 million in sales despite selling only around a half million units. And with average retail prices nearing $37, these unique products demonstrate that many consumers are willing to pay more for larger-format experiences.

The takeaway for brands here is straightforward: one-gram singles remain the industry's cornerstone product, but meaningful demand exists across multiple size categories.

Infused Products Lead Single-Pre-Roll Revenue

Infused pre-rolls dominated single-serving revenue in 2025, generating nearly $99 million while accounting for more than half of all single-pre-roll sales revenue. Their premium positioning is reflected in average retail prices exceeding $18 per unit.

Hybrid flower pre-rolls ranked second at approximately $43 million in sales, and while hybrids generated less revenue than infused products, they actually sold more units due in part by a more accessible average price point of just over $7.

Sativa and indica singles followed, with each contributing substantial revenue while maintaining lower average price points than premium infused products.

Pre-roll blunts also remained a meaningful niche, generating nearly $13 million from 1.2 million units sold, and because many infused blunt products are categorized separately in the infused segment, total consumer demand for wrapped products is even larger than reported.

Multi-Packs Continue to Dominate Growth

Although single-serving pre-roll products remain important to any line, multi-packs are now the primary growth engine of Canada's pre-roll category.

Through 2025, multi-pack products generated approximately $1.2 billion in revenue and sold nearly 59 million units nationwide, and within the multi-pack segment, several clear winners emerged.

By pre-roll package count, three-packs led the market, generating nearly $343 million in revenue from nearly 17 million units sold. When ranked by total package weight, the leading category was the 1.5-gram multi-pack segment, which produced approximately $324 million in sales.

Canadian consumers also overwhelmingly favor half-gram pre-rolls within multi-pack products. The best-selling format in the entire category was the 1.5-gram three-pack, consisting of three half-gram pre-rolls. This format generated approximately $316 million in revenue and sold nearly 16 million units at an average retail price of around $20.

The second-largest revenue driving format was the 2.5-gram five-pack, usually built around five half-gram pre-rolls. These products generated approximately $215 million in sales while moving more than 7 million units.

Ten-packs also delivered impressive results, driven by consumer preference for high-volume multi-packs. The popular 3.5-gram ten-pack format, on the other hand, often features smaller "dogwalker" pre-rolls, generating more than $132 million from over 6 million units sold.

Even two-packs containing a pair of one-gram pre-rolls ranked among Canada's highest-moving products, selling more than 10 million units during the year.

Consumers increasingly view multi-packs as both a convenience purchase and a better value than buying individual pre-rolls; a must-have for any successful pre-roll line.

Hybrid and Infused Pre-Rolls Lead Multi-Pack Sales

Unlike the single-pre-roll category, hybrid products dominate multi-pack sales.

Hybrid multi-packs generated nearly $489 million in revenue during 2025, accounting for roughly 39% of all multi-pack sales. Consumers purchased more than 25 million hybrid multi-pack units in 2025, making hybrids the largest multi-pack segment by both revenue and volume.

Premium infused products ranked second, generating more than $424 million in sales, and although infused multi-packs sold fewer units than hybrids, their significantly higher average retail price of nearly $28 per pack helped narrow the revenue gap.

Indica multi-packs generated more than $153 million in sales, while sativa products contributed approximately $121 million.

Frequent consumers often gravitate toward hybrid multi-packs because they offer consistency, convenience and value, while consumers seeking stronger experiences continue to favor infused products despite their premium pricing.

Canada's Best-Selling Multi-Pack Formats

Infused three-packs led the entire Canadian market, generating approximately $217 million in sales while moving more than 8.3 million units, with an average retail price around $26.

Hybrid ten-packs ranked second, yielding roughly $192 million in revenue on more than 8 million units.

Infused five-packs followed closely behind with more than $171 million in sales, highlighting continued demand for larger-format premium products, while hybrid three-packs and indica ten-packs rounded out the top-performing group.

What This Means for Pre-Roll Brands

The maturing Canadian pre-roll market has become increasingly sophisticated, and successful brands are building product lines that serve a range of consumer needs.

A strong lineup still starts with one-gram singles, the category's most familiar and widely purchased format, but half-gram singles provide a lower-cost entry point, and infused singles drive premium revenue opportunities.

Beyond singles, multi-packs have become essential to any pre-roll line. Three-packs and five-packs built around half-gram pre-rolls consistently rank among Canada's strongest performers, while ten-packs continue to attract loyal consumers.

Most importantly, the data shows there is no one-size-fits-all solution. Consumers are purchasing hybrid, infused and traditional flower pre-rolls for different occasions and different reasons.

Brands that offer a balanced mix of these formats will be best positioned to capture and build market share as Canada's pre-roll category continues its growth while also taking market share from competing product categories.
